Abstract

DEVIANI. Faktor-Faktor Penyebab Tidak Tercapainya Target Pajak Bumi Dan Bangunan Sektor Pedesaan Dan Perkotaan (PBB-P2) Pada Kecamatan Ilir Barat I Kota Palembang. ( Dibawah bimbingan Bapak Febransyah, SE,. MM dan Ibu Martha Rianty N, SE,. M.Si ) Penelitian ini bertujuan untuk mengetahui Faktor-faktor penyebab tidak tercapainya target pajak bumi dan bangunan sektor pedesaan dan perkotaan (PBB-P2) pada Kecamatan Ilir Barat I Kota Palembang. Penelitian ini bermanfaat bagi Pemerintah Kota Palembang agar pemerintah lebih memperhatikan pengetahuan masyarakat terhadap pengetahuan pajak. Jenis penelitian ini adalah penelitian deskriptif dengan menggunakan metode survey. Teknik pengumpulan data dalam penulisan skripsi ini menggunakan metode kuesioner, wawancara dan dokumentasi. Analisis data yang digunakan adalah analisis kuantitatif dan kualitatif. Teknik analisis yang digunakan dalam penulisan skripsi ini adalah tabulasi. Hasil penelitian ini adalah faktor yang paling dominan berpengaruh terhadap penyebab tidak tercapainya target Pajak Bumi dan Bangunan Sektor Pedesaan dan Perkotaan (PBB-P2) pada Kecamatan Ilir Barat I Kota Palembang yaitu faktor ekonomi dan non ekonomi.Faktor ekonomi ketika pendapatan masyarakat hanya cukup memenuhi kebutuhan ekonominya, maka kesadaran masyarakat untuk melunasi PBB-P2 kurang, sehingga mengakibatkan terjadinya tunggakan pembayaran PBB-P2 di Kecamatan Ilir Barat I Kota Palembang. Faktor non ekonomi sebagian besar masyarakat yang menunggak PBB-P2 tidak memiliki status pekerjaan yang tetap dan sebagian masyarakat tidak paham bahwa yang membayar PBB-P2 adalah orang yang memanfaatkan tanah dan bangunan, sehingga mereka yang memanfaatkan bangunan dengan menyewa atau mengontrak tidak mau membayar PBB-P2, karena bukan bangunan milik mereka. Faktor kepemilikan tanah dan bangunan, serta rendahnya sanksi apabila menunggak merupakan salah satu faktor yang menyebabkan terjadinya tunggakan pajak bumi dan bangunan sektor pedesaan dan perkotaan (PBB-P2) di Kecamatan Ilir Barat I Kota Palembang. Factors causing land and building tax targets not being achieved in Ilir Barat I sub-district of Palembang ( Under the guidance of Mr. Febransyah, SE,. MM and Mrs. Martha Rianty N, SE,. M.Si ) This study aims to determine the factors that cause the land building tax target not achieved in the rural and urban sectors in the Ilir Barat sub-district of Palembang. This research is useful for the city government of Palembang so that the government pays more attention to public knowledge of tax knowladge. This research is a descriptive study using survey methods. Data collection techniques in writing of this method, questionnaires, interviews and documentation. Analysis of the data used is quantitative and qualitative analysis. The analysis technique used in this scription is the tabulation. The results of this study were the factors most dominant influence on the causes of arrears and Building Tax and Urban Rural Sector (PBB-P2) at the District Ilir Barat I Palembang, namely economic factors and non-economic factors. Economic factors when the people’s income is only enough to meet the economic needs of public awareness to pay less property PBB-P2, resulting in arrears of payment PBB-P2 in districts across the pit of the first city of Palembang. Non-economic faktors, the majority of people who are in arrears PBB-P2 do not have the status of jobs that remain and the part of society do not understand that the pay of the PBB-P2 is a person who use the land and building, so that those who make use of the building by hiring or contracting do no want to pay PBB –P2, because it is not their property. Factor ownership of land and building, as well as the lackk of sanctions for delinquent is one of the factors that caused the property tax arrears rural and urban sector (PBB-P2) in the district of Ilir Barat I Palembang.
